16 years of age: You can consume beer, wine, and cider in public in Germany, and you can also buy these in stores by showing your ID.

19 years of age: You can consume hard drinks such as Schnapps, Vodka, Whiskey in public in Germany. You can also buy these in stores by showing your ID.

BUT! Shop sellers and barkeepers can deny you purchasing any alcohol if you are drunk.
